The family of Petty Officer 1st Class Ryan Wilkins, a Master at Arms assigned to the 628th Security Forces Squadron, place the lapels onto his uniform, Aug. 16, 2019, Joint Base Charleston, S.C. Wilkins commissioned through an in-service procurement program in the U.S. Navy. He is considered a “Mustang,” a military slang term used to refer to a commissioned officer who began his or her career as an enlisted service member prior to commissioning.
