Members of the International Joint Commission hold a press conference at the Jack Lawson ferry terminal after a visit Toronto Island, Canada. Outflows from Lake Ontario are established on a weekly basis by the International Lake Ontario - St. Lawrence River Board in accordance with the current regulation plan and the International Joint Commission's Orders of Approval. The International Joint Commission is a bi-national organization established by the governments of the United States and Canada under the Boundary Waters Treaty of 1909. Its responsibilities were expanded with the signing of the Great Lakes Water Quality Agreement of 1978.
