A formal ceremony is taking place outdoors where a Pittsburgh Fire Department official in dress uniform is receiving a framed document or certificate from a U.S. Army soldier in camouflage uniform. A second Army soldier, identifiable by two-star rank insignia on his cap indicating a Major General, stands between them observing the exchange. The setting appears to be a park or outdoor venue with lush green trees in the background.
