Spruance is in Hambantota for the first phase of the 25th annual Cooperation Afloat Readiness and Training (CARAT) exercise series. CARAT is one of the U.S. Navy’s longest continually running exercise in South Asia and Southeast Asia. CARAT strengthens partnerships between regional navies and enhances maritime security cooperation throughout the Indo-Pacific region.
