Elizabeth Durham-Ruiz, director of U.S. Strategic Command (USSTRATCOM) Nuclear Command, Control and Communications (NC3) Enterprise Center, formally announced USSTRATCOM’s Nuclear Command, Control and Communications Enterprise Center (NEC) met all requirements to declare initial operational capability during a ceremony in the USSTRATCOM Theater at Offutt Air Force, Neb., April 3, 2019. The NEC acts as the heart of the Nuclear Command, Control and Communications (NC3) enterprise, and is focused on restructuring situation monitoring, decision-making, force direction, force management and planning for NC3. USSTRATCOM has global responsibilities assigned through the Unified Command Plan that include strategic deterrence, nuclear operations, space operations, joint electromagnetic spectrum operations, global strike, missile defense, and analysis and targeting.
