Dummy fuel elements for the Army Package Reactor were loaded into the reactor core through the water shield, just as the ‘hot’ fuel was later. This operation was a preliminary to putting the reactor ‘critical.’ From the Office of History Research Collection, Military Images, Box 98 folder 5.
