A group of firefighters and emergency responders are conducting what appears to be a mass casualty training exercise on an airport tarmac. Multiple personnel in brown firefighting gear with yellow reflective striping are attending to simulated victims lying on red triage tarps. The coastal mountain backdrop and airport runway infrastructure suggest a Pacific island or coastal military airfield location.
