Col. Christopher Baker discusses the significance and accomplishments of the U.S Army Training and Doctrine Command Capabilities Manager for Space and High Altitude during a Jan. 4, 2019, Change of Charter at Redstone Arsenal, Alabama. Baker, SMDC’s outgoing TCM SHA, established the office in July 2015. During the ceremony, Baker relinquished his responsibilities to Col. Timothy G. Dalton who received a new charter from the four-star commanding general of TRADOC.
