    The Southwestern Division Implementation Plan (IPLAN), in alignment with the USACE Campaign Plan (UCP), emphasizes the significance of civil works, military missions, and interagency and international services programs while promoting elements that enable effective project execution. The IPLAN unites SWD’s common vision, purpose, and direction. It responsively adapts to mission and “battle space” changes through regional focus areas, operational priorities, strategic priorities and guiding principles.
    SWD’s current challenges and future opportunities create new levels of stakeholder involvement in our business practices, generates a renewed focus on project management business processes and increases efforts on hiring and retaining a talented workforce. “How do we deliver the program?” is our theme for the next year… Our regional IPLAN concentrates on delivering the program, meeting our commitments and building a respected organization well into the future.
     Enable economic growth and stewardship of the environment by continuously delivering the full benefits from our water resources infrastructure projects.
     Shape strategic outcomes and consistently deliver technical and engineering solutions which meet the standards and expectations set by the Army, IIS stakeholders and ourselves.
     Develop and care for our people by adhering to all Army Values, executing disciplined processes and effectively managing our institutional knowledge.
     Operate as a regional business center, sharing resources, talent, and ideas freely.
     Improve acquisition processes, competencies, and methods to enable efficient project delivery.
     Employ decisive and smart business practices through efficient use of federal funds, alternative financing, and divestiture of assets, as necessary.
     Develop the workforce of the future while managing institutional knowledge through savvy use of current technology and collaborative tools.
