    Fort McCoy Dispatchers Randi Owen and Bob Bills of the Directorate of Emergency Services review a schedule April 2, 2015, during shift change at their office in building 1681 at Fort McCoy, Wis. Owen was a night-shift dispatcher and Bills worked on the day shift.
