The steady hands of Helmand Provincial Governor Gulab Mangal prepare to cut the ribbon officially opening the Musa Qal'eh Wadi Crossing, Dec. 9. The wadi crossing was constructed by Naval Mobile Construction Battalion 4 and will assist the local citizens as the rainy season arrives to the area.
