A Naval Support Activity rigging crew is deploying an underwater remotely operated vehicle (ROV) using a crane at a waterfront dock. Several personnel wearing hard hats and safety gear are managing lines and overseeing the lowering of the yellow-and-black ROV toward the water. The operation appears to be taking place at a calm inland waterway or bay with tree-lined shores in the background.
