Allen Webster, commander, 1st Engineer Brigade; Col. Charles Williams, garrison commander; Bill Moffitt, Installation Food Program manager, Directorate of Logistics; and Jesse Vance, resident engineer, Kansas City District, U.S. Army Corps of Engineers.
