Local fire departments work together to pull out debris in a tunnel of a simulated collapsed building from a nuclear bomb detonation, in order to search for role-play victims during Vigilant Guard here, Nov. 3. Vigilant Guard is a three-day practical exercise, simulating an improvised nuclear device detonating, and evaluates military and civilian agency cooperation and communication in a time of disaster.
