A group of military personnel in MARPAT desert camouflage uniforms are gathered in a parking lot outside a building, receiving instruction or a briefing from a senior member. Several sandbags and work gloves are visible on the ground in the foreground, suggesting a sandbag-filling or flood-preparation exercise. The setting appears to be a military installation based on the building architecture and marked pavement.
