Army officials gather in a pre-construction meeting on the first contract of recovery efforts at the Military Ocean Terminal Sunny Point, N.C., Oct. 2, 2018. The recovery is in response to damages caused by Hurricane Florence. The U.S. Army Corps of Engineers, Savannah District, issued the notice to proceed with construction less than two weeks after Col. Daniel Hibner, Commander, was put in charge of the effort.
