Petty Officer 2nd Class Carlos Bonnett-Castillo, an intelligence specialist assigned to U.S. 3rd Fleet, places the Prisoners of War-Missing in Action flag over a tilted chair during a table-setting ceremony at U.S. 3rd Fleet headquarters. The chair represents a service member who is unable to attend. The National League of POW/MIA Families reported in August 2011 that there were 1,685 service members still unaccounted for and missing.
