The officer on the left wears a dark Navy uniform with the name tag 'Tony Millar' and gold insignia, while the officer on the right wears U.S. Navy NWU Type III camouflage. They appear to be exchanging or examining small objects, possibly gifts or tokens, with a group of military personnel and green military tents visible in the background.
