A military or law enforcement rigid-hull inflatable boat (RHIB) is positioned on open water with several personnel in black wetsuits swimming alongside it. People on the boat's deck appear to be assisting or observing the swimmers in the water. In the background, a white plume of smoke or water spray is visible on the horizon, suggesting a possible controlled detonation or signal device.
