Capt. Tony Ceraolo, Coast Guard Sector San Francisco commander and Captain of the Port for San Francisco and Northern California, joined Coast Guard inspectors and Foss Maritime officials at the Foss Terminal in Richmond, California, June 29, 2018, to present a certificate of inspection for the towing vessel America. The COI was the first to be issued in the San Francisco Bay Area under new safety regulations known as Subchapter M in Title 46 of the Code of Federal Regulations, which establishes safety rules governing the inspection, standards and safety management systems on towing vessels.
