Rear Adm. Jeffrey A. Harley, president, U.S. Naval War College (NWC) addresses the students of the 2018 graduating class during a commencement ceremony held at NWC. The graduating class of 2018 included 323 resident students of the Navy, Marine Corps, Air Force, Army, Coast Guard, federal civilian employees and 103 international students.
