Carlos Rosario Castro, a recruiter with the 168th Wing, Alaska Air National Guard, Eielson Air Force Base, Alaska, provides one-on-one tutoring April 20, 2018 at the Literacy Council of Alaska, Fairbanks. Rosario began volunteering with the literacy council in 2014. Since then he has provided tutoring to help students prepare for the GED tests, ASVAB, and to gain citizenship.
