Petty Officer 1st Class Marcus Lloyd, assigned to Maritime Civil Affairs and Security Training Command (MCAST), teaches a small boat operations class to students from the Tanzania and Uganda navies as part of the Africa Partnership Station (APS) East Tanzania Hub at the Tanzania Naval Training School. APS is an international security cooperation initiative, facilitated by Commander, U.S. Naval Forces Europe-Africa, aimed at strengthening global maritime partnerships through training and collaborative activities in order to improve maritime safety and security in Africa.
