BREMERTON, Wash. (April 4, 2018) Cmdr. David Kaiser, Dallas’ final commanding officer of the Los Angeles-class fast-attack submarine USS Dallas (SSN 700), delivers a speech during the ship’s decommissioning ceremony at the Puget Sound Naval Shipyard (PSNS).
