    Jeffrey Feltman, assistant secretary for near eastern affairs, Piper A. W. Campbell, consul general, James Jeffrey, ambassador, and Maj. Gen. Eddy M. Spurgin, U.S. Division-South and 36th Infantry Division commander, unveil the Consulate General Seal July 5 at Contingency Operating Base Basra. The U.S. Provincial Reconstruction Team here was elevated to the status of consulate general during a ceremony at the Basrah International Airport.
