Military personnel in tactical gear are conducting a ship-boarding or fast-rope/rappelling exercise on the hull of USS Frank Cable (AS-40), a US Navy submarine tender. Several armed soldiers are visible climbing or descending the ship's bow using ropes, while others observe from the deck above. The exercise appears to be taking place in a tropical harbor environment, likely Guam based on the visible coastline.

Force Reconnaissance Marines assigned to Force Reconnaissance Company, 3rd Reconnaissance Battalion, 3rd Marine Division, III Marine Expeditionary Force; British Royal Marines with J Company, 42 Commando and Sailors assigned to Explosive Ordnance Disposal Mobile Unit 5 (EODMU-5) conduct special insertion and raids training on the submarine tender USS Frank Cable (AS 40) moored at Naval Base Guam, March 21, 2018. The units are conducting joint-combined training in order to develop shared standard-of-procedures in a visit, board, search and seizure environment so they can provide a more flexible and mission-ready capability to geographic combatant commanders in the Pacific. EODMU-5 is assigned to Commander, Task Force 75, the primary expeditionary task force responsible for the planning and execution of coastal riverine operations, explosive ordnance disposal, diving engineering and construction, and underwater construction in the U.S. 7th Fleet area of operations.
