Nina Armagno, USSTRATCOM director of plans and policy, welcome Marine Nationale (French Navy) Vice Adm. Louis-Michel Guillaume, commander of submarine and strategic oceanic forces for France’s Armed Forces Ministry, to USSTRATCOM headquarters at Offutt Air Force Base, Neb., March 12, 2018.
