Carter was part of a National Guard delegation that included Maj. Gen. Perry Smith, Alabama National Guard Adjutant General, and Brig. Gen. JSC-A is comprised of the 184th Expeditionary Sustainment Command, a Mississippi Army National Guard unit headquartered in Laurel. The unit has been deployed to Kandahar Airfield, Afghanistan, in support of Operation Enduring Freedom since early October.
