    U.S. Army Corps of Engineers Puerto Rico RFO Commander Lt. Col. Roberto Solorzano presents Quality Assurance Supervisor Shannon Soileau with a commander’s coin recognizing his outstanding work as an inspector for the Marine Vessel Transition program at the Port of Ponce on February 20, 2018.

    As part of the Marine Vessel Transition program, Soileau, also referred to as “The Boat Guy” has the unique job of confirming vessels are appropriately accounted for. On his second deployment to Puerto Rico, he confirms with the USACE contractor, Sea Tow, the length of each vessel as listed on the property transfer form provided by the U.S. Coast Guard.

    The Marine Vessel Transition program is part of the Debris Removal mission FEMA assigned USACE to assist the U.S. Coast Guard’s ESF #10 mission. Over 100 sunken vessels have been identified around the island of Puerto Rico. The USCG with a crane barge will lift these vessels out of the water where the EPA will then remove any hazardous material. The USCG will then barge the vessels over to a piece of property that is leased by USACE.
