U.S. Army 1st Lt. Dan Long, of Cheyenne, Wyo., the officer in charge of a team of soldiers assigned to assist the town of Saratoga, Wyo., with flood mitigation, surveys the flood waters of the North Platte River, in Saratoga, from a berm of sandbags, dirt and plastic sheeting, June 9. The Wyoming National Guard was dispatched by Wyoming’s governor to Saratoga and communities around Wyoming threatened by flood waters from record levels of snow in the surrounding mountain ranges. Those soldiers assisted local communities to prepare for flooding before waters turned the event into a disaster response.
