Edgar Velozo, a Basilan provincial veterinarian, teaches an Armed Forces of the Philippines soldier how to immunize a farmer's carabou during a joint veterinary civic action program with Joint Special Operations Task Force-Philippines. VETCAPs are being conducted on the predominantly agricultural island of Basilan, in an effort to develop the capacity of local citizens and demonstrate good governance. Positive interaction with local leaders and the population also degrades the influence of lawless groups.
