    Maj. Gen. David G. Perkins, commanding general, 4th Infantry Division and U.S. Division-North, promotes Jeffrey Houston, chaplain, to the rank of colonel during a ceremony at Contingency Operating Base Speicher, Iraq, May 2. Houston, the outgoing division chaplain who hails from Van Buren, Mo., is slated to attend the U.S. Army War College in Carlisle Barracks, Pa., a school designed to prepare officers to serve in the highest echelons of the Army.
