A group of workers, including FEMA personnel, are forming a human chain to unload and distribute cases of bottled water from a trailer in what appears to be a post-disaster relief operation. The scene takes place in a flat, grassy area with palm trees in the background, suggesting a subtropical or coastal location. A small forklift or loader is also present to assist with the heavy supply movement.
