    U.S. Air Force Col. David Owens, 317th Airlift Wing commander, assumed command upon the activation of the 317th AW at Dyess Air Force Base, Texas, July 6, 2017. Converting from a group to a wing will provide him the opportunity to properly represent and advocate for the organization and entire C-130J Super Hercules force.
