    Noah Rich, IPS MeteoStar contractor, teaches Iraqi airmen how to use the weather systems that he installed into the Iraq Air Operations Center, Victory Base Camp, Baghdad, Jan. 13. Recent upgrades and training to the weather systems at the IAOC are part of an ongoing process to get the Iraq air force to a self sufficient state.
