Gen. Robert Brown, the commander of United States Army Pacific, passes the U.S. Army Alaska unit colors to Maj. Gen. Mark O'Neil, the new commander of USARAK, during a change of command ceremony at Joint Base Elmendorf-Richardson's Pershing Field July 12. O'Neil took command of USARAK after serving as the Chief of Staff for USARPAC.
