A military instructor addresses a large group of Navy and Marine Corps personnel seated on bleachers inside a damage control training facility. The wall behind them displays the motto 'DAMAGE CONTROL: ITS ALL UP TO YOU' in large red stenciled letters. An American flag and what appears to be a unit flag are mounted on the right wall, and various damage control training props and equipment are visible in the foreground.
