Chief Petty Officer Miguel Fernandez adjusts a new cover on the head of Petty Officer 2nd Class Arielle Elrod. Elrod was one of nine sailors frocked during a ceremony held at the 11 Degrees North Recreation Center onboard Camp Lemonnier, Djibouti, Dec. 1. Frocking is an administrative authorization to assume the title and wear the uniform of a higher paygrade without entitlement to the pay and allowances of that grade.
