Vice Adm. Karl Schultz, commander, U. S. Coast Guard Atlantic Area, signs a memorandum of understanding with Mr. Eddie Moore, Jr., President of Norfolk State University, formalizing a partnership between the Coast Guard and Norfolk State University for the College Student Pre-Commissioning Initiative (CSPI) program March 27, 2017. The CSPI program helps students enrolled, or accepted for enrollment in a full-time bachelor’s program at a qualified institution, complete the program and receive a commission as an officer in the Coast Guard upon completion.
