James Owens, Combined Joint Task Force-Horn of Africa deputy commander and U.S. Ambassador to Uganda Jerry Lanier greet regional commanders of the Ugandan People's Defense Force prior to a dedication ceremony Aug. 10, 2010, conducted at Kitgum High School. The school's cafeteria was dedicated in honor of U.S. Army Capt. Benjamin Sklaver. Sklaver formerly served as a civil affairs in Kitgum and was killed in an ambush, while on patrol in Muscheh, Afghanistan, near the Pakistan border.
