SAN JUAN, Puerto Rico – U.S. Navy Adm. Kurt Tidd, commander of U.S. Southern Command, addresses chiefs of defense and public security ministers from 21 partner nations while opening the fifteenth Caribbean Nations Security Conference (CANSEC) Dec. 7, 2016 in San Juan, Puerto Rico.
