Scott Cloyd, executive officer, Naval Facilities Engineering Command Hawaii spoke on behalf of the U.S. Navy at the opening ceremony of the U.S. Wildlife Service’s Betty Nagamine Bliss Memorial Overlook Dec. 1 at Pearl Harbor National Wildlife Refuge in West Loch, Pearl Harbor. The U.S. Navy in collaboration with the U.S. Fish and Wildlife Service, and the National Park Service, worked together to design and build Betty Nagamine Bliss Memorial Overlook at Pearl Harbor National Wildlife Refuge.
