James E. Thomsen, principal civilian deputy, assistant secretary of Research Development and Acquisition, left, Dr. Delores M. Etter, director of the Caruth Institute for Engineering Education, Sean J. Stackley, assistant secretary of the Navy for RD&A, and Zachary J. Lemnios, director of Defense Research and Engineering for the Department of Defense, are introduced during the 2009 Dr. Delores M. Etter Top Scientists and Engineers of the Year awards ceremony at the Pentagon. Fifteen scientists were selected for recognition and the awards were established to honor the Department of the Navy's scientists and engineers for superior technical achievements and to promote continued excellence.
