United States Coast Guard personnel are offloading seized contraband packages from Coast Guard Cutter 1116 at a dock. Multiple crew members wearing blue uniforms, gloves, and respiratory masks are carrying large wrapped bundles on their shoulders from the vessel to the pier. This appears to be a drug interdiction offload operation, consistent with standard USCG counter-narcotics procedures.
