Maj. Gen. Don Riley, Third Army ACSE-A Sr. Engineer, looks onward at Camp Phoenix, Afghanistan as civilian contractors engineer projects on the camp. ACSE-A provides U.S. Army Central strategic theater guidance and support to U.S. Forces-Afghanistan.
