(Background center) Columbian native, U.S. Coast Guard Petty Officer 2nd Class Martin Castellanos, an instructor with the Training Team East, explains proper hand-cuffing techniques to members of the Panamanian and Nicaraguan navies, during the Tradewinds Exercise, April 20. Tradewinds, a U.S. Southern Command-sponsored exercise was created with emphasis on maritime interdiction and search-and-rescue operations. This year's exercise began April 16 and is scheduled to run through April 26. The exercise involves nations from the U.S., Great Britain, and 15-Caribbean nations.
