A group of personnel in full hazmat/CBRN protective gear (green suits, red helmets, full-face respirators, orange boots) are conducting what appears to be a search and rescue or disaster response training exercise. They are working among concrete rubble, debris, and large concrete slabs, with one person holding heavy chains likely used for lifting or moving debris. The scene suggests a simulated collapsed structure environment used for emergency response training.

Members of the New York Army National Guard train as a rope rescue team stabilize a debris pile at the State Preparedness Training Center in Oriskany NY on June 16, 2016. This was part of a training scenario hosted by the training center preparing members of New York’s Homeland Response Force team made up of New York Air and Army National Guard members and civilians. The training culminates in a validation process at the end of the week certifying the team to perform their duties in the event of a state emergency for the next 2 years after which they will go through the validation process again.
