Maj. Gen. David Sprynczynatyk, North Dakota adjutant general, places master sergeant (E-8) rank on Traver Silbernagel, of Fargo. Sprynczynatyk had the opportunity to promote Silbernagel as he came off of one of his 12-hour night shifts in the North Dakota National GuardEmergency Operations Center established for flood operations. Silbernagel's wife, Capt. Jennifer Silbernagel, is deployed to United Arab Emirates and was able to watch the promotion via Skype.
