KAISERSLAUTERN, Germany – Sgt. 1st Class Jomarian Robbins receives a presidential certificate from Brig. Gen. Arlan DeBlieck, the 21st TSC deputy commanding general, as TSC Command Sgt. Maj. Stanley Richards looks on during a retirement ceremony held May 26 at Panzer Field.
