Petty Officer 2nd Class Norman R. Otters, religious programs specialist, from Oskaloosa, Iowa, hands out Croc shoes to students at the Guelleh Batal School in Djibouti. World Emergency Relief donated about 10,000 pairs of Croc shoes to the Camp Lemonnier base chapel, which has been distributing the shoes to local schools, refugee camps, and churches as well as sending them with Army Civil Affairs detachments to distribute in other African countries.
